2026/2027 STUDENT MOTOR VEHICLE REGULATIONS (Updated 07/29/2026)
Registration Information:
Permits for the 26-27 Academic Year will not start to be processed until after August 1st, 2026. Please wait until after August 1st to read the updated regulations and register your vehicles. Permits can be requested any time after August 1st, there is no closing date!
All Students who park a vehicle on the Wesleyan Campus (including at WoodFrames, Program Houses, parking lots, etc) must register the vehicle with Public Safety. The student (driver) of the vehicle on the campus MUST be the individual to read the Regulations and register their vehicle. This is to ensure that the Motor Vehicle Regulations have been read by the student driving the vehicle on the campus to avoid excessive tickets. Not knowing the regulations is not grounds for an appeal!
First-year students must receive permission from Director Rohde or his designee to have their vehicle on campus. Email parking@wesleyan.edu for approval, including the reason why a vehicle is needed on the campus. After approval, please do not register until August 1st after receiving permission to ensure you have read the updated Regulations!
If students do not know their dorm assignments, please use "Wesleyan University" as the residence.
Parking Permits will be available to be picked up at Public Safety (208 High Street). Most permits are processed within 48-72 hours of the request being submitted, but may take longer during August through early September due to the volume of permits we are processing.
We do not send out emails that permits are ready to pick up due to the volume of registrations that we process. Students are expected to come to 208 High Street to pick up their permits after 72 hours from submitting the request!
First Year student permits will also be available at the Dorm Check In Locations on the Fall Arrival Day; you will need to show ID to pick up your permit. Permits will be available at 208 High Street before and after Arrival Day as well!
Upperclassmen permits will be available for pick up as they are processed at 208 High Street. We are open 24/7 to pick up your permits!
REGISTRATION FEES ARE $175 FOR THE FULL YEAR AND $100 FOR A SINGLE SEMESTER. SINGLE SEMESTER OPTIONS ARE NOW AVAILABLE AS REGISTRATION OPTIONS, AS ARE A NEW WINTER BREAK ONLY PERMIT ($10) AND A SUMMER ONLY PERMIT (No Charge, only needed if the vehicle isn’t registered for Full Year or Single Semester).
The Winter Break permit is for those students who utilize street parking during the year and are not registered, but want to park in a Wesleyan Student lot during the winter break so they do not need to worry about their vehicle being towed while they are not on campus to move it during Snow Bans/City Construction.
THE FULL YEAR PERMIT COVERS THE FALL 26, WINTER, SPRING 27 and SUMMER SEMESTERS/BREAKS.

V Lot—Vine Street Lot (Park in a marked space, not at the ends of the rows!)
K Lot–By 202 & 230 Washington Street
W Lot–Near High Rise/Low Rise (not in the LowRise Courtyard)
M Lot–Rear 344 Washington Street and the rear of 356 Washington Street (Off Jackson Street). The front loop at 356 Wash is a Fire Lane and off limits to parking.
X Lot near 45 Broad (WESU/ARGUS/RED&BLACK CAFÉ)
Between 151 & 157 Church Street
Behind 1 Vine Street (Park in a marked space and do not block the exit/entrances!)
Paved Parking area behind 107 High St (to the left of the driveway is Non Wesleyan private Property)
Paved WoodFrame Driveways (for residents of that WoodFrame only)
Paved Program House Lots/Driveways
Regulations:
The following rules and regulations have been adopted to promote the safety and convenience of the entire university and allow for maximum and efficient use of our parking facilities. To serve this purpose they must be, and will be, strictly enforced year round, regardless if classes are in session or not.
The Office of Public Safety is charged with the responsibility of enforcing the regulations set forth on a 24/7/365 basis. Any questions or concerns regarding parking should be referred to the Office of Public Safety at parking@wesleyan.edu
All parking regulations are in effect and enforced all year, regardless if classes are in session. This includes winter and summer breaks.
*It is the responsibility of the driver to know the university parking regulations. If you let a friend drive your vehicle, you are still responsible for any tickets that your vehicle receives, regardless who is driving it. Make sure friends know the regulations! *
All Students who park a vehicle on the Wesleyan Campus (including at WoodFrames, Program Houses, etc) must register the vehicle with Public Safety.
Decals need to be affixed on the lower right side of the windshield (passengers side) where it is visible from outside the vehicle. FAILING TO DISPLAY THE DECAL PROPERLY IS A TICKETABLE OFFENSE, EVEN IF THE VEHICLE IS REGISTERED.
The Office of Public Safety reserves the right to restrict parking in any campus lot during or after normal business hours for special events or emergencies.
All faculty/staff lots are closed to students at all times. Meals, mail pickup, meetings, etc. do not create an exception to this regulation. There are 2 exceptions to this.
- Registered student vehicles are allowed to park in Q Lot at the Freeman Center for practices and games in order to bring equipment to and from the area. Students must not park where they block the gates, access paths nor along any curbing or islands in the lot.
- Continued for the 2026-2027 Academic year, registered student vehicles will be allowed to park in Z LOT (45/37 Broad St) between 5pm and 8am Mon-Friday, as well as during weekends, Holidays, Breaks and Snow Bans. Faculty/Staff are still using this lot during normal business hours, so students parked there after 8am during the week will be ticketed. This will allow students utilizing the nearby Art Spaces after hours to be able to park closer and also allow students who normally park in W Lot an alternative to parking along curbing/fire lanes in W Lot after hours.
Students will be ticketed for parking in other faculty/staff lots. Any parking at any administrative building (ie in a driveway or small lot) is closed to all students as well.
E LOT AND E OVERFLOW LOTS ARE OFF LIMITS TO STUDENTS AT ALL TIMES, INCLUDING STUDENT WORKERS AT ADMISSIONS AND DURING MEAL TIMES. NO STUDENT PARKING AT ANY TIME IN E OR E OVERFLOW LOT ON WYLLYS AVE.
T LOT BY FILM STUDIES IS A FACULTY/STAFF LOT AND OFF LIMITS TO STUDENTS AT ALL TIMES. IF STUDENTS NEED TO PARK FOR PICK UP/DROP OFF PURPOSES, THEY MUST CALL 860-685-2345 TO GET A 10 MINUTE EXCEPTION FOR THIS PURPOSE.
***PLEASE NOTE U LOT AT FOUNTAIN/PINE, X LOT AT 55 HIGH STREET, THE LOT BEHIND 115 HIGH ON HUBER AVE AND 44/56 HAMLIN ARE NOT STUDENT PARKING LOTS***
STUDENTS ARE NOT CONSIDERED VISITORS OR EMPLOYEES FOR PARKING PURPOSES, EVEN IF THEY WORK FOR THE UNIVERSITY.
Parking areas/driveways at a wood frame residence are reserved for the residents of that house but are not guaranteed to accommodate all residents of that house and is restricted to paved areas only, not gravel/crushed stone/grass/mud/dirt.
Parking on turf/grass/sidewalks or walk paths is prohibited throughout campus. Even partially parking on turf/grass/dirt/sidewalks is a ticketable offense!
Driving on grass or through yards is prohibited. If you need to cross grass/turf to get to a paved area, you should not be parking there! If complaints are received of students driving through yards or on the grass and vehicle information of the offending vehicle is submitted to Public Safety of the offending vehicle, the student can be fined $100 per sighting.
Student shouldn’t be parking where they are blocking stairs or otherwise impeding access, such as parking on or across a sidewalk.
Students are not allowed to drive on the walking paths around the campus, such as between Hewitt and Nicholson, from Wyllys to the Observatory area, into the Butterfield Courtyard, between Fauver and Bennet hall and between WestCo and Clark Hall, etc. Driving on these paths may result in fines, tickets and/or a CSB referral.
The area between Bennet and Fauver Senior is off limits to students at all times except Arrival Day. Students should not park or drive in this area at all.
Foss Hill Drive and O Lot are both off limits to students at all times. If you need to drop off items quickly, students must call 860-685-2345 for a 10 minute grace period to drop off/pick up items.
The Butterfield Courtyards are off limits to all student parking at all times. This includes the main Courtyard as well as the Courtyard off of Huber Ave as well as the driveway leading to the Amazon Lockers by the Butt A Laundry room.
FIRE LANES:
The area in front of Fauver Senior is a Fire Lane and off limits to parking. The Clark/Olin lot is all considered a Fire Lane with the exception of the marked Parking Spaces, which are still off limits to students unless they have a State issued Handicap Placard. With the exception of the marked Service Vehicle Spaces, Handicap Spaces and the marked spaces in O Lot, Foss Hill Drive is all considered a fire lane due to being the only emergency vehicle access to the dorms.
Mocon Drive and Mocon Circle are both fire lanes that both Public Safety and Middletown Police can ticket/boot/tow. There should be no one parking in these areas.
WARREN CIRCLE AND IN FRONT OF 14 WARREN IS A FIRE LANE ENFORCED BY MPD AND PUBLIC SAFETY. DO NOT PARK IN THIS AREA.
200 Church Street driveway is a fire lane as well, no parking is allowed.
***Yellow curbing denotes a no parking/tow zone and red curbing denotes a fire lane/tow zone on the campus as well as on Middletown City Streets. Parking along unmarked curbing is also prohibited unless the pavement is denoted as a parking space with white or yellow lines. Parking along any curbing on the campus may result in a $95 ticket***
Parking in Red or Yellow Hash Marks will result in being ticketed for the Fire Lane/Tow Zone violation.
Other parking regulations:
Parking in blue hash marks will result in being ticketed for parking in a handicap space, the same as if you block access to the handicap space.
Trash trucks that empty the dumpsters are much larger than most student vehicles. Students should not be parking in front of, along side of, or next to/near the dumpsters so these larger vehicles can maneuver in and out of the area to empty the dumpsters.
Parking at any Wesleyan Administrative building without a lot designation is off limits to students at all times. This includes the Allbritton Loading Dock and at smaller Offices such as 212 College St, 51 Lawn, 41 Lawn, etc.
Smith Field (LL) may be utilized by any registered student, including during parking bans as this is not a Faculty/Staff lot. Students using this lot for athletic purposes need to be parked in a space, not on the grass and not along the access roads, which need to be kept clear.
Winter Parking Permit:
Street parking is available on a limited basis in some areas, but is not a reliable alternative. If a student vehicle is parked on university property at any time, even once, it must be registered with the university. There is a Winter Only permit for the street parkers so they can use a Wesleyan Lot for the Winter Break to avoid Parking Ban issues when they are not around during the break to move their vehicle. Students who register for the Winter Break permit and are found parking on campus after the Winter Break will be charged the remainder of the Registration Fees.
Handicap/Medical Permits:
Students with a State Issued Handicap Placard are allowed to park in any handicap space on the campus, or in a regular space if there are no handicap spaces available as long as their vehicle is registered with Public Safety as a student vehicle.
Davidson Health Center can approve students to have a special permit to utilize other Faculty/Staff lots for medical purposes even if they do not have a State issued Handicap Placard. These permits DO NOT allow for parking in:
- Handicap Spaces
- On sidewalks, walkpaths
- Grass
- in fire lanes
To obtain this permit, go to the link below, and have your health care provider fill out the form and submit the form back to the Health Center directly, (not Public Safety since we do not need to know your confidential medical information!). Public Safety will get approval from the Health Center to issue the permit.

Middletown Street Parking:
Mt. Vernon Street is listed as no overnight parking by the City. MPD enforces this.
If students park on the City Streets, they need to leave room between their vehicle and the end of the driveways so the residents can get in and out of their driveways and make the turn. DO NOT PARK RIGHT UP TO THE DRIVEWAY OR PARTIALLY BLOCK THE DRIVEWAY. On many of the streets, there may be white or yellow hash marks or yellow curbing around the ends of the driveway to indicate the areas that should not be blocked.
On Fountain Ave, the gate leading to the rear of Freeman must be kept clear at all times; no one should be parked blocking the gate/entrance. Student should not be parked at all in any of the white hash marked areas on Fountain Ave or try to create extra spots. The parking spaces on Fountain Ave are clearly indicated for a single vehicle and 2 vehicles should not be parked in a single space. Parking on the sidewalk on Fountain Ave is also prohibited.
Electric Vehicles:
Electric vehicle charging stations are available for anyone to use to charge their vehicle. Vehicles must be actively charging (or waiting for charging in the space for no more than 8 hours if the space has a shared free charger). Overnight parking without charging is prohibited. A list of campus charging locations can be found HERE. Please note that as of 10/25/23, there are fees associated with charging in certain spaces.
PLEASE NOTE, EXCESSIVE AND REPEATED PARKING VIOLATIONS MAY RESULT IN CSB REFERRALS, AND/OR REVOCATION OF PARKING PRIVILEDGES ON THE CAMPUS, AS WELL AS TICKETING AND BOOTING.
Student Responsibility:
- The owner and/or operator of any vehicle parked on Wesleyan University property shall assume the risk of loss or damage to said vehicle and its contents. Wesleyan University assumes no responsibility for the safety, care and protection of the vehicle and its contents. Thus, we recommend you lock your car.
- The person in whose name the parking permit is issued shall be held responsible for any violation involving the vehicle. These will bill to the student account no earlier than 7 days from the violation date.
- If a vehicle becomes disabled, Public Safety must be notified immediately. Failure to do so may result in ticketing, immobilization, or towing at the owner’s expense.
- A change of registration, transfer, or sale of a motor vehicle registered with Wesleyan must be reported to the Office of Public Safety.
- All persons operating motor vehicles on or around campus must drive within the speed limit and in a manner that will ensure the safety of the entire community.
- Any vehicle abandoned on university property will be towed at the owner’s expense. Should no one claim the vehicle, it will be disposed of by the carrier in the manner dictated by Connecticut statutes.
- Transfer of a parking permit or temporary permit to another vehicle without permission from Public Safety, possession of a stolen or altered permit, or the falsification of a permit is prohibited.
Immobilization Boot
Officers working for the Office of Public Safety are equipped with vehicle immobilization devices known commonly as “boots.” These devices may be deployed on any vehicle in violation of university parking regulations at any time, even for a first offense.
Vehicles that remain booted for more than 24 hours may be charged additional fines at the rate of $45 per day until the removal of the boot from the vehicle and removal of the vehicle from the area.
The boot will be removed by Public Safety staff only after the vehicle is confirmed as registered. Tampering with the boot will subject the owner/operator to an additional minimum $100 fine and possible revocation of parking privileges. Boot fees will be billed to the student account; cash is not needed at the time of removal.
Services available from Public Safety:
If a student loses their keys, they may request that Public Safety boot their vehicle to prevent it from being stolen for a short time until the keys are found or the vehicle rekeyed. There is no charge for this!
Guest Parking
All visitors and guests must obtain a temporary parking permit at Public Safe. There is a Visitor page with more information: Visitor Registration
Appeals
Any person whose vehicle has been towed, booted or ticketed may appeal via e-mail to the Office of Public Safety within seven days of the incident. The appellant will receive a response to his or her appeal once the appeal is processed. E-mail Parking@wesleyan.edu with the subject line as “Ticket ###### Appeal,” with the ticket number filled in. We also need your WesID number, your permit and plate info, as well as the reason for the appeal. Appeals may also be submitted online via the Portfolio/Portal. Appeals outside the 7 day window are not accepted.
MIDDLETOWN WINTER PARKING BAN
In the event of a winter parking ban declared by the City of Middletown, Public Safety will notify students via e-mail. All vehicles must be removed from city streets or they will be subject to ticketing and towing by the city at the owner’s expense. Student vehicles may be parked legally in any student parking lot. Student vehicles parked in faculty/staff lots may be towed and subject to a $120 ticket.
